Areas
of Cooperation FERS-MSU, CENRes-CTU, and CA-CTU subject to the terms of
this Memorandum of Understanding and the laws, rules, regulations and
national policies from time to time in force in each Party's country, will
endeavor to strengthen, promote and develop academic and research cooperation
among the parties on the basis of equality and mutual benefit. The
parties hereby affirm their intent to promote cooperation and exchange in
research and education. The area in which collaborations
will be initially explored include but are not limited
to: a. Exchange among the parties of:
students at either undergraduate or graduate levels
academic and administrative staff
short-term language and cultural programs
other staff mutually agreed upon b. Exchange of data,
documentation, and research materials in fields of mutual interest; c. Coordination of such activities as joint researches,
lectures, seminars, and symposia; d. Provision of briefing services by each party for visitors
from the other parties; e. Other forms of cooperation which the parties may jointly
arrange. The
lists of the above activities are not exhaustive and may be added from time
to time with the mutual agreement of the Parties. The
terms of cooperation for each specific activity implemented under this
Memorandum of Understanding shall be mutually discussed and agreed upon by
all Parties prior to the initiation of that activity. No
financial commitment is undertaken at the time of signing this Memorandum of
Understanding. The financial details will be separately
and specifically defined for each project. |

parties hereby affirm their intent to promote academic cooperation and

lectures, talks, and sharing of experience. c. Exchange of invitations to students, staff, and faculty to
participate in academic training workshops, seminars, and conferences. d. Exchange information in fields of interest to both

General
objectives This
memorandum sets out the general principles of education exchange and
cooperation, according to which the participants may jointly identify fields of
interest and create opportunities to develop programs for cooperation in
education, training, and research on the basis of reciprocity and mutual
benefit. Framework 1.
All
educational cooperative activities under this Memorandum will be focusing on
education, training, research, and cultural exchange. 2.
Specific
arrangements implementing of this Memorandum will cover the subjects of
cooperation, and forms of cooperation. 3.
The
Participants will endeavor to encourage and facilitate, as appropriate, the
developments and contacts and cooperation in the field of education,
training, and research.
4. The Participants will
endeavor to establish Academic Cooperation Network for Information exchange
and academic databases connection. 5.
The
Participants will encourage research dissemination on social development. 6.
The
Participants will facilitate academic activities and research Issues
responding to social problem and social cues. |

The
CGFS and FERS-MSU shall cooperate in fields of teaching,
research, and outreach service to be agreed upon. Cooperation
in other areas may be arranged by mutual memorandum. Within
the fields of cooperation to be mutually designated, both Institutions agree
to the following general forms of participation: 1.
Joint
educational/training opportunities for students, staff,
and faculty 2.
Joint
research activities (and publications) for
students, staff, and faculty 3.
Joint
outreach service opportunities for students, staff, and faculty 4.
Exchange
of invitations to students, staff, and faculty for lectures, talks, and
sharing of experience
5.
Exchange
of invitations to students, staff, and faculty to participate in conferences,
colloquia
and symposia 6.
Exchange
of information in fields of interest to both Institutions Themes
of joint activities and the conditions for utilizing the results achieved,
property rights, and arrangements for specific visits, exchanges and other
forms of cooperation will be negotiated for each specific case.
The exchange of students, staff, and faculty will be operated in
accordance with procedures mutually agreed upon by both Institutions. |

ขอบเขตการดําเนินงานโครงการ
1.
ทั้งสองฝ่ายจะแลกเปลี่ยนวิทยากร
องค์ความรู้ด้านการเปลี่ยนแปลงสภาพภูมิอากาศ อาทิ การจัดทํา บัญชีก๊าซเรือนกระจก
กลไกการลดก๊าซเรือนกระจก การพัฒนาอย่างยั่งยืนที่ตอบสนองต่อการเปลี่ยนแปลงสภาพ
ภูมิอากาศ การเงินและเศรษฐศาสตร์ด้านการเปลี่ยนแปลงสภาพภูมิอากาศ
การปรับตัวต่อผลกระทบการเปลี่ยนแปลงสภาพภูมิอากาศ เป็นต้น 2. ทั้งสองฝ่ายจะร่วมกันดําเนินกิจกรรม อาทิ
การบรรยายพิเศษเพื่อเสริมหลักสูตรหรือรายวิชาของ
มหาวิทยาลัยการอบรมเชิงปฏิบัติการผ่านระบบ E-Learning
ของศูนย์วิชาการนานาชาติด้านการเปลี่ยนแปลง สภาพภูมิอากาศ
กิจกรรมเพื่อรณรงค์สร้างความตระหนักรู้ด้านการเปลี่ยนแปลงสภาพภูมิอากาศให้กับนิสิต
ของ มหาวิทยาลัย 3. ทั้งสองฝ่าย
จะร่วมกันพิจารณาเพื่อจัดกิจกรรมที่จะเกิดขึ้นหลังจากบันทึกข้อตกลงฉบับนี้โดยการ
ประชุมร่วมกันเพื่อพิจารณาเป็นกรณีไป 4. ในการดําเนินการแต่ละโครงการ แต่ละกิจกรรม
ทั้งสองฝ่ายได้ร่วมกันกําหนดรายละเอียดรวมทั้ง จัดสรรงบประมาณ
และ/หรือค่าใช้จ่ายต่างๆ เป็นครั้งคราวไป |

หน่วยงานการศึกษา เช่น มหาวิทยาลัย ภาคชุมชน และผู้ที่มีความรู้
ประสบการณ์ด้านภัยพิบัติในสาขาวิชาต่าง ๆ 2.
สนับสนุนกิจกรรมด้านความร่วมมือทางวิชาการและกิจกรรมของเครือข่ายฯ
ที่เป็นประโยชน์ ต่อการพัฒนาสังคมด้านการจัดการความเสี่ยงและภัยพิบัติ
3.สนับสนุนบุคลากร ในหน่วยงานของท่านให้เข้าร่วมกิจกรรมของเครือข่ายฯ
ตามความเหมาะสม 4.
สนับสนุนการสร้างความเข้าใจ ความตื่นตัว ตระหนักรู้และความเตรียมพร้อมรับมือ
ผลกระทบที่เกิดขึ้นจากภัยพิบัติสำหรับประชาชน
ชุมชน รวมทั้งภาคเอกชน และหน่วยงานของรัฐ ทุกภาคส่วนที่เกี่ยวข้อง |

ทั้งสองฝ่ายจะร่วมกันดำเนินการเพื่อให้เกิดผลสัมฤทธิ์โดยมีรายละเอียด
ดังนี้ 1.พัฒนาห้องปฏิบัติการพื้นฐานเพื่อศึกษาวิจัยสำหรับวิทยาศาสตร์บรรยากาศ
โดยการพัฒนาเครื่องมือวิเคราะห์และตรวจวัดที่ติดตั้ง ณ
สถาบันวิจัยดาราศาสตร์แห่งชาติ 2.พัฒนาระบบการวิจัยสำหรับการติดตาม
ตรวจสอบ เชื่อมโยง และประมวลผลข้อมูลที่เกี่ยวข้องกับการวิจัยวิทยาศาสตร์บรรยากาศ 3.พัฒนาแผนงานวิจัยวิทยาศาสตร์บรรยากาศร่วมกัน
และการเชื่อมโยงกับโจทย์วิจัย
เพื่อพัฒนาศักยภาพที่มีอยู่ 4.สร้างเครือข่ายความร่วมมือจากหน่วยงานภายในประเทศ
ทั้งภาครัฐและภาคเอกชน และการสนับสนุนจากผู้เชี่ยวชาญในต่างประเทศ
เกี่ยวกับการศึกษา ค้นคว้า วิจัย และพัฒนาเครื่องมือเพื่อใช้ในภารกิจวิจัยวิทยาศาสตร์บรรยากาศ
โดยเฉพาะเพื่อตอบโจทย์ปัญหามลพิษทางอากาศ (Air Pollution) และการเปลี่ยนแปลงสภาพภูมิอากาศ (Climate Change) 5.จัดกิจกรรมเพื่อถ่ายทอดองค์ความรู้
(วิทยากรทั้งในประเทศและต่างประเทศ)
และพัฒนาศักยภาพบุคลากรด้านวิจัยวิทยาศาสตร์บรรยากาศและด้านอื่น ๆ
ที่เกี่ยวข้องด้วยวิธีการจัดอบรม/สัมมนา/ Workshop 6.ดำเนินกิจกรรมที่เกี่ยวข้องอื่น ๆ
ตามที่ทั้งสองฝ่ายเห็นสมควรร่วมกันเพื่อให้เกิดความร่วมมือระหว่างสองหน่วยงาน |
